Creating Reliable Demand: Operationalizing Europe’s Rare Earth Value Chains


Building on the Munich Security Conference 2026 C-Level Roundtable, this high-level session convenes industry leaders, OEMs, financiers, and policymakers to shift Europe’s critical raw materials agenda from policy ambition to execution. While the Critical Raw Materials Act and the emerging RESourceEU Plan provide a strong strategic framework, the roundtable findings highlight a persistent implementation gap: lack of bankable projects, insufficient demand visibility, fragmented regulation, and absence of coordinated financing and offtake mechanisms.


The discussion will focus on identifying key business challenges, needs, and investment priorities across the rare earths and permanent magnets value chain. It will explore practical avenues to address core bottlenecks and develop steps to unlock them through targeted solutions. Particular emphasis will be placed on enabling offtake commitments, and advancing flagship projects across upstream, midstream, and downstream segments.


The roundtable aims to produce a prioritised execution, align key stakeholders and prepare coordinated industry engagement with the European Commission, Member States, and financial institutions.
