Oleksandr Kubrakov is a statesman who has authored and implemented numerous reforms in infrastructure, digitalization, and defence capabilities.
In 2019, Oleksandr was elected as a People's Deputy of Ukraine. In the fall of that year, he became the head of the State Road Agency of Ukraine, and in 2021, he was appointed Minister of Infrastructure.
With the onset of the full-scale invasion, Oleksandr coordinated the Grain Initiative and the establishment of the Ukrainian Humanitarian Corridor to ensure free trade in the Black Sea, manage military logistics from abroad, address urgent fuel supply needs, and oversee reconstruction efforts. In December 2022, a new Ministry of Development of Communities, Territories, and Infrastructure of Ukraine was formed, which Oleksandr led as Deputy Prime Minister and Minister for Reconstruction of Ukraine.
Following his tenure in government, Oleksandr founded the independent think tank We Build Ukraine. WBU aims to transform Ukraine's economy by facilitating reforms and investments in key sectors, primarily Mining, Agriculture and Food, Energy, Construction, and Defence Industries.
Also at this time, Oleksandr was invited to the position of Senior Advisor on Regional Recovery of the USAID Project “Improving the Performance and Accountability of Local Governments” - “Hoverla”. In early 2025, work on the project was finished.
Currently, as an advisor to the Minister of Defence, Oleksandr oversees military logistics and defence planning.
