Victor serves as Chief Innovation Officer and President of CIC Catalyst, the company's innovation consulting and programming division that catalyzes innovation ecosystems and supports entrepreneurs, corporations, universities, governments, investors, and partner institutions worldwide. With over 20 years of experience across global innovation, technology, and startup ecosystems, Victor has advised governments on innovation policy and led transformative World Bank initiatives, including the Disruptive Technology for Development Program, the Internal Innovation Acceleration Program, and the Tokyo Development Learning Center. He currently serves on advisory committees for Japan's Cabinet Office and the Tokyo Metropolitan Government.
